Barangay Labangon in Cebu City has introduced a program titled "Caliber 45 Days Strict Implementation of 4Ds," aimed at addressing four major community challenges: discipline among minors, waste disposal, side street drinking, and noise disturbances from karaoke and loud music.
This initiative aligns with existing Cebu City ordinances, including curfew laws, bans on public drinking in streets, proper garbage disposal regulations, and the anti-noise ordinance. Despite these already existing policies, enforcement has reportedly waned over time, leading to persistent community issues.
The new program by Barangay Labangon seeks to revive and strengthen discipline through intensified implementation. As part of the campaign, barangay officials and police personnel conduct nightly patrols starting at 10:00 PM, demonstrating the community's firm commitment to the program’s objectives.
Although some may view these measures as stringent, proponents argue that the effort ultimately benefits local residents by restoring peace and order. The campaign also serves as a crucial reminder to parents and guardians about the importance of instilling self-discipline as the foundation for societal harmony.
Local ordinances serve as guidelines designed to promote individual responsibility, and collective cooperation—from officials to citizens—is essential for achieving lasting community stability and cleanliness.
Should the program succeed over the 45-day period, it may become a model for other barangays, not only throughout Cebu City but across the entire Cebu province. Barangay Captain Derrick Yap has been commended for spearheading this initiative, with hopes that the strict enforcement of these rules remains consistent and effective.
Residents are encouraged to embrace these disciplines, which promise safer, cleaner, and more orderly neighborhoods, ultimately fostering a higher quality of life for all.
