Calls Mount for Bacolod City to Revoke PrimeWater Contract Amid Service Complaints

Water Watch Advocates convenor Wennie Sancho has questioned local government leaders across the country regarding their tolerance of PrimeWater’s reportedly poor service delivery. In a recent press statement, Sancho highlighted the decisive action taken by San Fernando, Pampanga, where Mayor Vilma Balle Caluag suspended PrimeWater’s permit and instructed the Water District to assume control. This decision followed months of thorough assessment and public hearings addressing consumer grievances.

Contrastingly, in Bacolod City, the joint venture agreement (JVA) between BACIWA and PrimeWater remains intact despite multiple complaints filed by Water Watch Advocates with both the Office of the President and the Local Water Utilities Administration. Since a public hearing on July 14, no significant measures have been implemented to resolve ongoing issues concerning water quality and supply.

Sancho posed critical questions regarding the Bacolod City government’s delay in suspending or terminating the JVA under Mayor Greg Gasataya’s administration. He asked, "What factors prevent the city government from acting on the public’s dissatisfaction with BACIWA PrimeWater’s services? Are Bacolod residents content with the current water supply situation?" He emphasized the urgency of addressing long-standing problems of turbid water and insufficient supply.

He further pointed out the perception among stakeholders of a "foot dragging" attitude in handling the revocation process. Sancho also referenced Congressman Albee Benitez, suggesting that he appears to share Mayor Gasataya’s reluctance to act decisively.

Highlighting the well-being of Bacolod City residents, Sancho urged local officials to prioritize access to clean and reliable water. He called for the revocation of the JVA with BACIWA and PrimeWater, citing the example set by Pampanga authorities. "Despite numerous filed complaints and escalating concerns, no effective response has emerged. We await a clear plan from the city’s leadership to resolve this ongoing water crisis," Sancho stated.

The Water Watch Advocates continue to push for transparency and accountability, pressing Bacolod’s officials to safeguard public interests and deliver quality water services promptly.
