Contractor Sarah Discaya and DPWH Officials Detained Over Anomalous Flood Control Projects

The Department of Justice (DOJ), together with the National Bureau of Investigation (NBI) and the Bureau of Jail Management and Penology (BJMP), have formally detained contractor Sarah Discaya and several Department of Public Works and Highways (DPWH) officials implicated in anomalous flood control projects across key provinces.

Law enforcement authorities conducted coordinated arrest operations based on a DOJ-issued warrant. The operations were carried out with utmost transparency and respect for due process, ensuring that the accused were afforded their constitutional rights throughout the proceedings. The DOJ, vested with jurisdiction over cases involving government officials and contractors, coordinated closely with the NBI, which led the investigation, and the BJMP, which is responsible for the subsequent safekeeping of the detainees.

The arrested DPWH officials held varying roles in project planning, approval, and execution, while Discaya was identified as a key contractor allegedly involved in substandard work and fund misappropriation related to flood control infrastructure. The court with primary jurisdiction over such cases has commenced formal hearings, adhering strictly to the rule of law and procedural safeguards.

This enforcement aligns with President Ferdinand "Bongbong" Marcos Jr.'s Maasahan at Masipag approach to governance and justice. Under this approach, institutional independence and fairness are paramount, reflecting the President's guiding message: "Reliable justice. Tireless enforcement. No one above the law."

Presidential spokesperson emphasized, "This administration remains a reliable steward of the rule of law, ensuring that all Filipinos, regardless of rank or influence, are subject to the law without exceptions. The arrest and detention of those involved in these anomalous projects are a testament to our commitment to an accountable government."

Authorities reaffirmed that the ongoing proceedings will continue with full respect to due process, with no special treatment afforded to any of the accused. The DOJ continues to encourage whistleblowers and the public to cooperate in exposing corruption and to trust the country's independent institutions to act decisively and fairly.

The case remains under close monitoring as trial dates are set in courts vested with authority over corruption and graft cases involving public officials, marking a significant step in restoring public trust in government infrastructure programs and fund management.
